Susan,

The Hotel Dann Colonial on Calle 14 with Carrera 2 in the downtown Candelaria district of Bogota has rooms for 15-20$ a night.  Nearby, the Hotel Ambala has rooms in the same range.  Cheaper hotels are a stone's throw away, however. I would recommend the Lonely Planet Guide to Colombia for hotel information.  The book hasn't been changed significantly since 1995, so there are no guarantees that the hotels listed still exist.  Most do.
